FCC Requires VoIP Outage Report
NSP Strategist
Thursday, 16 February 2012 03:13

"The Federal Communications Commission today voted and passed a requirement that interconnected VoIP service providers report significant network outages that meet specific criteria and thresholds. The goal is to ensure 911 system reliability and perhaps customer awareness of fly-by-night VoIP operations that are just trying to make a buck," reported Tom Keating at TMC. CNET had a good article about it as well.

Here's the FCC's announcement and links to the order and docs.

On the VoiceOps list, one guy wrote that the didn't think the FCC would get good data. It's likely true because how do they track 1100+ VoIP Providers - wholesalers, white-labels, Asterisk-boxers, DIY-ers???? And what is an outage? 5 minutes? 15 minutes? An hour? What if the VoIP is OTT (over-the-top), as many VoIP companies sell it as BYOB, and the broadband has an outage? that affects the VoIP and the 911 access. It will require a death and lawsuit to settle this probably.

3 Interesting Things Plus Dean

Alteva has sales training for agents - and they charge for it!! Two days for $350. Alteva offered this 2-day training at ITEXPO East in Miami Beach on Jan. 31- Feb. 1. Then Louis Haynor, CSO of Alteva, and their partner, Jim Riley at Apptix, had a panel (that was video taped by Alteva) about Certification. The question asked: What is the economic impact on Channel, Carrier, Customer of Cert? Interesting answer is that for Cloud Services, Education is needed in the marketplace and within the Industry for sales. More here.

Alianza landed a deal with Clearwire. "Alianza will oversee day-to-day voice operations for Clearwire and supply all end-to-end software components of the hosted voice platform, including soft switch, application feature server, call rating, CPE provisioning, monitoring, security, and end-user self-support tools," according to the article. Apparently voice over 4G won't be the same as voice over 1G and 2G networks. Interesting.

This is kind of cool:

Change the way you think about the phone call! I found this video about Thrutu via Rich Tehrani's eye opening article about the future of telco competition. It isn't about the phone call -- it's about how customers want to communicate.

So Dean Parker of Callis in Mobile has been in the news quite a bit recently. (Supplanting Sonic CEO Dane Jasper for now.) Apparently, Dean is spending some time in Washington: Meet Tech Entrepreneur Dean Parker: Revolutionizing Cloud Communications and Dean guest speaking at MindShare in DC. And he was at ITEXPO in Miami - we passed in the halss a couple of times. Nice PR work.

And all the things that the FCC is working on.

The FCC overhauling Lifeline too! ECT may not be the business to be in when the FCC starts picking primary and secondary in each market.

FCC's $4B digital divide plan: How the FCC is going to use USF funding to close the digital divide - access to the rest of America.

a bunch of docs about USF Reform and Inter-Carrier Compensation reform.

"In keeping with its arcane practice of releasing final written regulatory orders days and sometimes months after they are voted on, the Federal Communications Commission has so far issued only an executive summary of its important Universal Service Fund / Intercarrier Compensation reform.

Here's one summary of the USF Reform Order. "The Order and Final Notice of Proposed Rulemaking, of ultimate importance to American's rural telecom providers, was adopted by unanimous vote by the Commission this morning." The full 7-page summary is in PDF here.

This is the headline for the USF Reform order: FCC CREATES 'CONNECT AMERICA FUND' TO HELP EXTEND HIGH-SPEED INTERNET TO 18 MILLION UNSERVED AMERICANS; CREATING JOBS & INCREASED CONSUMER BENEFITS. Agency delivers bipartisan vote to modernize America's communications infrastructure and expand broadband throughout the nation. 5 PDF's [press release], [statement of Chairman], [statement of Commish Copps], [Statement of Commish McDowell approving and concurring] and [statement of Commmish Mignon Clyborn]:

"We are taking a momentous step today—moving ever so close to fulfilling the goal Congress set forth for universal service in the 1996 Telecommunications Act—to ensure that all Americans have access to affordable voice and advanced communications services."

Connect America Fund and Intercarrier Compensation Reform Order and FNPRM Executive Summary.

"The annual funding target is set at no more than $4.5 billion over the next six years."

"In addition to creating a new process for the distribution of the funds, the FCC also changed the rules associated with Inter-Carrier Compensation (ICC). Although, this was expected, Broadvox and other ISPs and ITSPs will have to conduct further analysis to determine how these changes will impact our carrier/wholesale business," David Byrd, SVP at Broadvox, wrote.

CONNECT AMERICA FUND; A NATIONAL BROADBAND PLAN FOR OUR FUTURE; ESTABLISHING JUST AND REASONABLE RATES FOR LOCAL EXCHANGE CARRIERS; HIGH-COST UNIVERSAL SERVICE SUPPORT; DEVELOPING AN UNIFIED INTER-CARRIER COMPENSATION REGIME; FEDERAL-STATE JOINT BOARD. Today the Commission comprehensively reforms and modernizes the universal service and inter-carrier compensation systems to ensure that robust, affordable voice and broadband service, both fixed and mobile, are available to Americans throughout the nation. Rural 3G Build-out Reverse Auction
NSP Strategist
Tuesday, 14 February 2012 08:42

From a Droid article, "The FCC has released an interactive map that shows which parts of the country still don’t have access to a reliable 3G/4G network."

"In an effort to help these areas get better network access, the FCC will be holding a $300 million reverse auction for these rural zones. The winner of the reverse auction will receive a one-time payment of $300 million in order to fund the build out of wireless data in rural areas."

The FCC’s reverse auction won’t begin until September 27, 2012. The official press release is here. The full Notice is here [pdf].

My post about the FCC rural rulings.

Union Reacts to AT&T Layoffs
On Rad's Radar
Tuesday, 14 February 2012 04:59

Not my usual topic, but I thought I would point out the following, from Rebuild the Dream:

"AT&T recently announced the "surplus" of 740 union AT&T jobs despite their revenues soaring to $126.7 billion and a CEO that made over $27 million in 2011." Nice!

Yesterday, 2/13/12, "30 activists just entered the AT&T Atlanta headquarters and are refusing to leave until every single greedy layoff is rescinded. Simultaneously, an occupation with tents is being set up outside of the building. Watch the Occupation of AT&T now: http://livestream.com/occupyAtlanta

Everyone is in VOIP, Even Dell
NSP Strategist
Tuesday, 14 February 2012 04:30

So Best Buy gave it selling VoIP a shot with their purchase of Speakeasy. They sold that to MegaPath.

Now Dell is getting into the VoIP game. For now just in Canada. Read more at Engadget.

I was at the Parallels Summit yesterday. Parallels is a web hosting control panel. The main piece is a BSS/OSS. The second layer is APS, a provisioning engine with XML wrappers for API's to over 350 SAAS companies, including quite a few VoIP companies like 4SPA. Both SIPCOM and Alteva are on the platform offering Hosted PBX and Microsoft Lync.

There's a lot of competition out there. Some are making ordering services stupid easy (like through a control panel on their web hosting account). Yesterday I got to spend about 30 minutes with Guy Kawasaki who said that you either have to be Unique or Valuable. Valuable can mean many things but it could mean being really easy to do business with. Examine your own business to see how easy it is to contact you, call you, order from you. The competition is.

So Can You Re-Use Those Cisco Phones?
On Rad's Radar
Monday, 13 February 2012 09:14

From a VAR:

cisco-phones.jpg

"At the risk of sounding like sour grapes, in my experience no one who has tried to use old Cisco phones and bring them current with their Smartnet coverage so they can use them on a new call manager has saved money. The sad part is they won't know until each phone's current software level is individually checked to find out how much it will be and that won't happen until they are installing the system which is after the point of no return."

"I have heard that Cisco has received a lot of negative press and attention with this strict sequential updating process and has created a one-time "forgiveness" option where [your customer] may be able to update existing phones at substantial discounts. Any "new" purchases of used phones will be subject to the full upgrade process making used phone more expensive than new. Over time a Cisco solution is never the least expensive."

It's tough when you drink the Cisco kool-aid. Like IBM back in the day, no one gets fired for buying Cisco. Until they do. I worked a project with a Private 500 firm that bought AT&T (and VZ as back up), over-spent about $10K per month. He wouldn't buy alternative fiber because they were unknown (to him). Two months later: FIRED!

I see a few firms who have a Hosted VoIP solution - maybe on MGCP, maybe on Skinny - migrating to another Hosted PBX player (on SIP) and they want to keep the phones. It's usually a mess.

As an Agent, I want to be truthful to my clients, so I tell them upfront this isn't going to be pretty or may be a cluster. However, when other agents or another Hosted VoIP provider comes along and says, "That's not true." What can you do? Well, I usually ask, "How much experience do they have migrating customers over? How often do the phones keep working? Can my client speak with one of your customers that did keep their phones?" You have to have the right questions for all scenarios.

Cheaper seldom is.
